Police Officer I
Description:
Performs a variety of law enforcement, crime prevention, investigative or other specialized duties of a trainee police officer and/or under general supervision performs supportive, sub professional police work; and performs other related duties as required.
Distinguishing characteristics:
This class represents the entry level class for the Police Officer series. It involves formal and informal training in the basic principles, practices, methods and techniques of police work under general supervision requiring some judgment in carrying out and explaining laws, rules and regulations, policies and procedures involving occasional responsible personal contact. Work assignments are made concurrently with orientation and training and continued guidance and instructions are provided during the assignment.
Examples of Duties:
The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.
Attends police recruit training sessions; receives on-the-job training by accompanying experienced police officers on patrols; performs a variety of law enforcement duties under supervision of a higher level police officer such as walking a beat, enforcing traffic and parking regulations; assisting in traffic and criminal investigations, assisting in preparing reports; familiarizes self with rules and regulations, operating procedures, special and general orders, etc.; directs traffic; prepares or assists in the preparation of standard reports, maintaining operational logs and other receiving desk duties in support of patrol activities; books suspects and sees that they are fingerprinted and photographed; processes arrest reports; serves warrants, subpoenas and penal summonses; performs driver licensing examining and related duties; handles complaints over the desk and telephone; prepares and types court calendars for district court; transports prisoners in patrol wagons; may operate radio communications equipment in transmitting and receiving messages; provides information and assistance to the general public; issues citations; performs jail duties; administers first aid; may perform undercover work; may testify in court; may make arrests and interview witnesses, victims and suspects.
Minimum Qualification Requirements Training and Experience:
A combination of education and experience substantially equivalent to graduation from high school.
License Requirement:
Possession of a valid motor vehicle operator's license (Type 3).
Knowledge of:
The economic, social and racial composition of the community; the geography of the County of Maui
Ability to:
Learn and explain laws, ordinances, rules, regulations departmental policies learn police principles, practices, methods and techniques; follow oral and written instructions; deal courteously but firmly with the general public; keep records and prepare simple reports; operate various office and other equipment and appliances.
Special Working Conditions:
Irregular hours and exposure to hazards.
Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.

List of Disqualifiers:
A. The following will deem a Police Officer I applicant not qualified for and ineligible for employment: (In this list “HRS” means “Hawaii Revised Statutes”.)
• Conviction in Hawaii or elsewhere for any felony offense designated in the HRS, or an equivalent crime elsewhere which is punishable by more than one year in prison.
• Unable to own, possess, or control any firearm or ammunition as defined by HRS, Section 134-7, Ownership or possession prohibited.
• Does not meet criteria set forth in Federal Laws to own, possess or control any firearm or ammunition, including but not limited to 18 United States Code, Section 922 and Title 27, Code of Federal Regulations, Section 478.11.
• Convicted of any crime of violence, as defined in HRS Section 134-1; including, but not limited to, HRS 709-906, Abuse of Family / Household Member; HRS Sections 707-710 through 707-712.6, Assault; HRS Section 1106.5, Harassment by Stalking; HRS Sections 707- 730 through 707-733, Sexual Assault; and HRS Section 707-715 through 707-717, Terroristic Threatening.
• The applicant is a Respondent in an active Protective Order or a Temporary Restraining Order.
• The applicant is a Respondent in an active Injunction Against Harassment Order.
• The applicant is or has been diagnosed as having a significant behavioral, emotional, or mental disorder as defined by the most current diagnostic manual of the American Psychiatric Association or for treatment for organic brain syndromes.
• The applicant has attempted suicide in the past.
• The applicant has a Medical Marijuana prescription pursuant to HRS Chapter 329, Part IX or has an expired or has surrendered a Medical Marijuana prescription within one year prior to application.
B. The following is a timeline which deems an applicant unsuitable for employment when considering an applicant’s history of illegal use of illicit and/or prescription drugs at the time of application. (In this list, “Schedule” means the Schedules of controlled substances set forth in HRS Chapter 329, Part II.)
• Schedule I/II drugs: Has possessed or used Ecstasy (MDMA), Heroin, Cocaine, Methamphetamine, Oxycodone, Fentanyl, Adderall and any other Schedule I/II drugs within the past three (3) years prior to application.
• Schedule III/IV drugs: Has possessed or used Ketamine, Anabolic Steroids, Testosterone, Valium, Ambien or any other Schedule III/IV controlled substance within two (2) years prior to application.;
• Schedule V drugs: Has possessed or used Marijuana or other Schedule V controlled substance within one (1) year prior to application. If an applicant was prescribed any of the medication listed by a licensed physician for the purpose of medical treatment, use and possession may not be grounds for disqualification.
• Conviction in Hawaii or elsewhere for any felony offense designated in the HRS, or an equivalent crime elsewhere which is punishable by more than one year in prison.
• Unable to own, possess, or control any firearm or ammunition as defined by HRS, Section 134-7, Ownership or possession prohibited.
