LICENSE TO CARRY a CONCEALED FIREARM
To be eligible to receive a license to carry a pistol or revolver concealed on the licensee’s person (CCW), on or after January 1st, 2024, the applicant shall:

- be at least 21 years of age;
- be a resident of the state of Hawaii;
- be a citizen, national, or lawful permanent resident of the United States;
- be the registered owner of the firearm(s) for which the license to carry will be issued;
- pay the $150 non-refundable application fee required or provide documentation showing financial hardship as deemed sufficient by the Chief of Police (see below);
- submit the appropriate license application, with all fields completed and all questions answered truthfully;
- submit all necessary documentation required by HRS §134-9 and the Maui Police Department General Order 303.6;
- not be prohibited under Chapter §134-7, HRS, from the ownership, possession, or control of a firearm and/or ammunition;
- have completed the applicable course of training requirements indicated below:
- Be certified as qualified, evidenced by an affidavit provided by a Qualified Firearms Instructor, to use the firearm(s) for which the license is issued in a safe manner;
- sign an affidavit acknowledging that the applicant has read and is responsible for understanding and complying with federal, state, and county laws governing the permissible use of firearms and the prohibitions and requirements outlined in said affidavit;
- Sign a waiver at the time of application, allowing the chief of police to access all records that have a bearing on the mental health of the applicant;
- identify any health care providers who possess or may possess mental health records that may have a bearing on the mental health of the applicant;
- not be found to lack the essential character or temperament necessary to be entrusted with a firearm; and
- not be a current medical marijuana patient in Hawaii or any state. (18 USC §922(G)(3)).

- Sufficiently establish the urgency or need to carry an unconcealed firearm.

FIREARMS COURSE OF TRAINING REQUIREMENTS
For concealed and unconcealed carry licensure, the required firearms training course administered by a Qualified Firearms Instructor (see below) shall be pre-approved by the Chief of police, and the course shall include:

- At least two hours of in-person firing training at a firing range with instruction on:
- firearms safety;
- firearms handling;
- shooting technique;
- safe storage of a firearm;
- lawful transport and securing of firearms in vehicles; and
- A live-fire proficiency course of the Qualified Firearm Instructor’s choosing that is equivalent to or more difficult than the NRA’s Basic CCW, or a comparable course.
- A shooting proficiency affidavit certifying a 70% or better applicant shooting score for each firearm to be carried that shall include:
- the applicant’s name confirmed by valid I.D;
- the date and location of the firearms test; and
- a description of each firearm used in the proficiency test including, make, model, caliber, and serial number.
- the applicant’s numerical shooting score. A pass/fail indication alone will not be accepted.
- the Qualified Firearms Instructor’s name, address, and phone
- At least four hours of classroom instruction and or a video, which focuses on:
- laws governing places in which persons are prohibited from carrying a firearm;
- firearm usage in low-light situations;
- situational awareness and conflict management;
- laws governing the circumstances in which deadly force may be used for self-defense or the defense of another;
- a component on mental health and mental health resources; and
- education on the firearm laws of the State.
- The course shall require participants to demonstrate their understanding of the covered topics by achieving a score of at least 70% on a written examination.
PROOF OF FINANCIAL HARDSHIP
Documentation and a personal written statement to the Chief of Police will be accepted for review as a showing of financial hardship in order to waive the License application fee or the License renewal fee: (HRS §134-9, as amended pursuant to SB1230 CD-1, p54, line 14-15).

- Income Statements: pay stubs or salary statements, tax returns, especially if income has decreased in recent years.
- Employment Status: termination or layoff notices, proof of unemployment benefits.
- Bank Statements: statements showing low or negative balances.
- Medical Bills: documentation of high medical expenses.
- Debt Statements: statements from creditors or collection agencies.
- Government Assistance: proof of receiving government assistance programs.
- Unexpected Expenses: documentation of unexpected large expenses (e.g., car repairs, home repairs).
- Educational Expenses: proof of education-related expenses.
- Family Size: documentation of dependents or family size that increases financial responsibilities.
