FIREARM REGISTRATION

All firearms acquired in Hawaii or imported into the state must be registered within five (5) calendar days of acquisition (with the exception of locally-acquired black powder firearms).  

Locally (in-state) acquired firearm purchased from a local firearms merchant may be registered using MPD’s Online Firearm Transaction Service, or may be registered in person at the Maui, Lana’i, or Moloka’i police stations. 

In-Person Firearm Registration Procedures

Registering Locally-Acquired Firearms 

If you are receiving a firearm from an individual rather than a firearms merchant, the transfer and registration of the firearm must occur in person at MPD. Please bring the following with you at the time of registration: 

►    A Valid government-issued photo identification (must not be expired);

►    Your valid State of Hawaii Permit to Acquire (original – not a copy)

►    If you are receiving an in-person transfer, the transferor must be present and bring his/her firearm registration for the firearm(s) being transferred. 

►    If the transferor is not able to come to MPD to affect the transfer in person, please have the transfer form signed and notarized by the transferor to verify his/her intent to transfer the indicated firearm(s).

Registering Imported (out-of-state) Firearms

If you’ve brought a firearm into the state via commercial airline, air-cargo, container, commercial mail carrier, or other means, you must register the firearm(s) in person within five (5) calendar days of arriving in the state. Please bring the following with you at the time of registration: 

►    A Valid government-issued photo identification (must not be expired);

►    Fingerprinting fee - cashier's check or money order only for $42.00 payable to the County of Maui, Department of Finance. Note: If you have already paid a firearms fingerprint fee in Maui County on or after December 4, 2016 you will not be charged an additional fee; and

►    Proof of Citizenship status: your U.S. issued birth certificate; Naturalization Certificate, Consular Report of Birth Abroad, or COFA Migrant verification. 

►    Before coming to MPD to register the firearm(s), please fill out the MPD Firearms Info Sheet, print it, and bring it with you. You may use multiple sheets as needed. 

 

Please note the following requirements when registering your locally-acquired or imported firearm(s) in person at MPD: 

o   All firearms must be unloaded, transported, and brought into the police station in an “enclosed container” (a rigidly constructed receptacle or a commercially manufactured gun case or the equivalent that completely encloses the firearm). 

o   Firearm “socks” that would allow operation of the trigger mechanism without removal from the “sock” will not be accepted as an adequate firearm container, and your firearm may be held in police custody until an appropriate container is provided by you. 

o   There is no fee for registering a firearm (the aforementioned $42.00 fee is a one-time State and FBI fingerprinting fee). If you are registering your firearm in person, you will receive your registration document(s) on that day. 

Things to Know When Importing a Firearm to Hawaii

o   Every person registering a firearm in Maui County that was imported from out-of-state must be fingerprinted and photographed at least once in Maui County. Subsequent out-of-state registrations in Maui County by the same person will not require a further fingerprinting. 

o   All inter-state firearm transfers (transfer of ownership) must be handled by a Federal Firearm Licensee (FFL).  

o   Pursuant to HRS §134-8(a) - possession of rifles with barrel lengths less of than 16 inches and shotguns with barrel lengths less than 18 inches is prohibited in Hawaii. See full statute for details.

o   Pursuant to HRS §134-8(c) - possession of detachable ammunition magazines with a capacity in excess of 10 rounds which are designed for use with a pistol is prohibited in Hawaii. See full statute for details.

o   Pursuant to HRS §134-8(a) – the possession of an assault pistol is illegal in Hawaii. An assault Pistol is defined here by HRS §134-1.

 

Non-Resident Alien Information

Non-Transferable registrations for not more than ten (10) firearms may be issued to Non-resident aliens, valid for a continuous period not to exceed ninety days; provided that the person possesses:

o   A valid Hawaii hunting license procured under chapter 183D, part II, or a commercial or private shooting preserve permit issued pursuant to section 183D-34; AND

o   A written document verifying that the person has been invited to the state to shoot on private land; or

o   Written notification from a firing range or target shooting business indicating that the person will actually be engaged in target shooting. 

o   Any firearms registered in this manner must be used solely for the purpose of the specified competition or event.
